Crucial success factors for realisation of EU2020-strategy are VET oriented to work practice as well in ‘Initial VE’ as also in continuous VET.
Just in this way smart groth an inclusion will be possible.
The members of EVBB stand for high quality VET in all phases of lifelong learning, especially for inclusion of groups with special needs.
Important part for lifelong learning is RPL – Recognition of prior learning linked with the chance to accomplish professional qualification.
- intense cooperation with professional practice
- as well in initial as in continuous VET
- recognition of competences acquired in informal learning
- and the chance to modular further qualification
- within the profession actually done
- but also with the additional chance for transition to higher educational level (university)
Inclusion, being an important goal in EU2020-strategy, where EVBB-members feel responsible in a special way, will demand special approaches und the development of an “inclusive working culture”. What ever is hidden by that and how this can be reached will be a task for the working group in the following time.

Economies in countries like Bulgaria suffer strongly under mobility of their workforce: they go abroad where they will earn more money
The same in the field of VET: the more qualified employees are, the more the “danger” to lose them to more attractive companies or to western countries.
Which solutions here will be found is still open, but it is a core question for the planning of cooperation of EVBB-Members in Bulgaria and comparable countries.
We as EVBB should stand for a concerning responsibility and help to look for good solutions for both: European development and development of national economies.

How can more practical oriented VET be implemented?
- Cooperation of vocational schools with employers – makes sense as far as it is wished and supported by the employers
- Training centers, educational institutes and vocational schools need a modern equipment and curricula at the state of the art – how can a continuous update be assured?
- General standards are important
- Training providers have to move towards companies / employers
- Convince employers for
- Qualifying internships
- Apprenticeships
- Providing equipment also for training
- Conviince teachers, advicers, trainers to qualify themselves on workplaces, to be prepared for their task
- International enterprises have lot of experience in qualifying
- How can this be usefl for small and medium sized enterprises and for public vocational training?
- Important: Not only high standard, before all a good “medium level” skilled workers are used on labour market.
- To assure quality and attractiveness requires investment!
Generelly there is low participation in lifelong learning in Europe.
