MoUs & MoCs

Our strategy for the internationalization of Vocational Education & Training passes through the collaboration with key Institutional Actors in the wider VET ecosystem. Common interests and areas of action are enshrined in our approach to Memoranda of Understanding.  

International cooperation in the field of education can take different shapes and paths. 

We at the EVBB greatly value the engagement of our full Members through the Association network. However, our work is complemented by trusted relationships that have been long-established with some of our institutional partners. In recent years, the EVBB has closely worked and reached a certain number of agreements with high-profile partners that have not only widened our network but also added weight and relevance to our advocacy and international actions.  

The scope and ambition of these Memoranda is to reach an agreement on key agenda topics that will pave the way for the cooperation and work to be achieved in the upcoming years. The road is laid ahead for us and our partners, and we look forward to walking it together.

The ambitious cooperation with the Ministry of Education and Youth of France was officially marked on the 7th of June 2023, during the Event “Fabriquons France 2030 avec les campus des métiers et des qualifications”. The occasion per se recalls the scope of action of the MoC signed by our Association with the Ministry. The cooperation with the French institution was already ongoing and it became to be enshrined in the presentation of a pioneering project application for the Centers of Vocational Excellence (CoVE) under the Erasmus+ programme 2023 in the field of Sport.  

Linking back to all these elements, the scope of the Memorandum is bivalent:  

  • From one side, it invites the EVBB to support the internationalization of the Campus des Métiers et des Qualifications, which includes technical secondary institutions based all over France, through the capacity building of their key staff as well as participation in international cooperation projects;
  • Focusing the international actions on the topic of Vocational Excellence through the Campus des Métiers et des Qualifications d’Excellence, which are institutions active in particularly strategic field for France & reaching high levels of Research and Development for the future professions of the country.  


Finally, the Memorandum market the joining of the Campus as a full Member of the EVBB & main point of contact for all the other Campuses across France.
 

A dynamic official alliance was formed between EVBB, the European Vocational Training Association (EVTA) and the European Forum for Vocational Education and Training (EfVET), as a powerful partnership that will aim to revolutionise the landscape of technical, vocational, and professional education! 

For years, these 3 VET Associations have worked together seamlessly, joining forces under the VET4EU2 Group and other transformative projects. Their shared goal is to elevate VET standards to new heights and shape the future of vocational education. 

The MoC was made official during the EVBB Annual Conference 2023 on the 9th of June in Uppsala, Sweden.  

EVBB, EVTA and EfVET have come together with a clear purpose – to create a united European sectoral voice for training providers. Through planned, sustainable, and structured cooperation, they are set to improve the VET landscape, empowering learners and educators alike. 

IVETA and EVBB Join Forces: A New Memorandum of Collaboration 

We’re excited to announce a Memorandum of Collaboration (MoC) between EVBB and the International Vocational Education and Training Association (IVETA). This partnership, effective from June 1, 2023, for three years, marks a new era of cooperation in education and vocational training. 

Key areas of collaboration include: 

  1. Webinars: Joint organization of webinars on ‘Hot Topics,’ with both parties contributing speakers. 
  1. Conferences: Collaborative planning, promotion, and hosting of conferences aligned with both organizations’ interests. 
  1. International Participation: Attendance at international conferences and events. 
  1. Erasmus+ Projects: Collaboration in developing and implementing Erasmus+ projects. 


Both parties will designate Points of Contact within their organizations to facilitate collaboration. All activities will be subject to the availability of necessary resources.
 

This MoC represents a significant step forward in our shared mission to advance global vocational education and training. We look forward to a fruitful partnership with IVETA. 

EVBB and EAEA working together to improve the image of VET and Adult Education!

Areas of collaboration include VET ecosystem enhancement, adult education advancement, social inclusion promotion, skills development, vocational excellence fostering, capacity building for Third Countries, and networking opportunities. This MoU came into effect on the 2nd of October 2023.

This cooperation will also involve knowledge exchange, peer learning, webinars, and other jointly decided forms.

This collaboration between the European Association for the Education of Adults (EAEA) and the European Association of Institutes for Vocational Training (EVBB) signifies a strategic partnership to jointly enhance Vocational Education and Training (VET) and adult education within the EU and beyond.

Strategic Collaboration for VET Advancement and Youth Empowerment

This Memorandum, effective from November 1, 2023, will endure for 3 years, with provisions for termination or extension.

Forms of Cooperation: Cooperation under this Declaration may involve:

  • Exchange of knowledge and best practices.
  • Exchange of delegations and experts.
  • Study visits and/or job-shadowing.
  • Peer Learning Activities.
  • Promotion of technical cooperation among public institutions.
  • Webinars.
  • Any other form of cooperation jointly decided by the Signatories.

This strategic collaboration between ESHA and EVBB marks a significant commitment to advancing vocational education, fostering youth empowerment, and strengthening the bonds between our institutions. Over the next three years, we look forward to realizing shared objectives, promoting inclusivity, and enhancing the effectiveness of vocational education and training initiatives.

Collaborative Partnership for VET and Parental Engagement

Effective from November 1, 2023, this collaboration between IPA and EVBB will extend for 3 years, subject to specified terms.

  • Empowerment Initiatives:

    • Provide parents with VET information for active involvement in their children’s education and career choices.
    • Collaborate with VET providers for parental engagement.

    • Facilitate exchanges, joint events, and share educational materials.
  • Youth Empowerment Programs:

    • Engage parents in supporting youth transitioning into vocational training.
  • Networking Activities:

    • Strengthen networking among parents and education institutions.

    • Collaborate on campaigns highlighting VET benefits for parents.

Focused on enhancing parental involvement and raising awareness of Vocational Education and Training (VET) benefits, the partnership aims to foster engagement, empower youth, and strengthen networking among parents and educational institutions.

Collaborative Partnership for Youth Inclusion, Upskilling, and Vocational Education & Training (VET)

Effective from January 2026, this collaboration between COFACE Families Europe and European Association of Institutes for Vocational Training (EVBB) will extend for 1 year, subject to specified terms.

Areas of Collaboration

Cooperation Framework:

  • Focus on strengthening the VET ecosystem, lifelong learning, social inclusion, and skills development.
  • Promote family-friendly education and training initiatives, vocational excellence, and e-learning resources.

Youth Inclusion and Empowerment Initiatives:

  • Support programs targeting the inclusion and upskilling of young people, including young parents, young people with disabilities, and youth in vulnerable situations.
  • Equip youth with opportunities and skills for personal and professional development.

Mutual Contacts and Collaboration:

  • Facilitate exchanges, study visits, peer learning activities, and collaboration between both organizations and their members.
  • Encourage knowledge sharing and the exchange of best practices.

Networking Activities:

  • Strengthen cooperation between institutions and stakeholders involved in vocational education and training.
  • Foster partnerships that connect education and family environments to better support youth development.

Capacity Building and Technical Cooperation:

  • Organize webinars, expert exchanges, and technical cooperation initiatives.

Focused on enhancing youth inclusion, strengthening vocational education and training, and promoting social inclusion and lifelong learning, the partnership aims to foster collaboration, empower vulnerable youth groups, and reinforce networking and knowledge-sharing among educational and family-oriented organizations.

Collaborative Partnership for Quality, Relevant, and Equitable Technical and Vocational Education and Training (TVET)

Effective from February 10, 2025, this collaboration between VVOB and European Association of Institutes for Vocational Training (EVBB) will extend for 3 years, subject to specified terms.

  • Focus on advancing quality, relevant, and equitable Technical and Vocational Education and Training (TVET) across different contexts.
  • Strengthen capacity building, leadership development, and inclusive educational and vocational training practices.

Professional Development and Skills Initiatives:

  • Support the professional development of TVET teachers, trainers, institutional leadership, and system leaders.
  • Promote innovative teaching methodologies and vocational training approaches to develop a broad range of skills.

Entrepreneurship, Green Skills, and Innovation:

  • Foster entrepreneurship education and entrepreneurial skills within TVET systems.
  • Promote green skills development and sustainable approaches to vocational education and training.

Equity, Inclusion, and System Strengthening:

  • Advance equity and inclusion in TVET systems and institutions.
  • Support effective and sustainable TVET reforms and strengthen collaboration between TVET institutions and the world of work.

Mutual Contacts and Collaboration:

  • Facilitate exchanges of knowledge, best practices, experts, and delegations in education and vocational training.
  • Encourage collaborative research projects and the joint development of educational materials, curricula, and methodologies.

Networking and Joint Activities:

  • Organize peer learning activities, study visits, workshops, webinars, conference sessions, and joint events.
  • Promote joint funding proposals and networking opportunities where interests align.

Focused on strengthening inclusive and sustainable TVET systems, promoting innovation and entrepreneurship, and enhancing skills development, the partnership aims to foster collaboration, support equitable education practices, and reinforce knowledge-sharing and professional networking among vocational education stakeholders within the EU and beyond.

Collaborative Partnership for International TVET Cooperation and Capacity Building

Effective from May 1, 2024, this collaboration between Hangzhou Normal University National Science Park (HZNU NSP) and European Association of Institutes for Vocational Training (EVBB) will extend for 3 years, subject to specified terms.

Areas of Collaboration

Cooperation Framework:

  • Focus on strengthening cooperation between European and Chinese Vocational Education and Training (VET) institutions.
  • Promote capacity building, learning mobilities, and the strategic development of the I-Talent International Training Institute.

Training and Skills Development Initiatives:

  • Jointly develop short-term online and blended training courses.
  • Focus on areas such as digital transformation, low-carbon and green technology, and big data.

Mobility and International Exchange:

  • Support student and staff mobility initiatives between China and European countries.
  • Facilitate exchanges and collaboration opportunities between institutions and stakeholders.

Mutual Promotion and Networking Activities:

  • Jointly promote cooperation activities in both the European Union and China, particularly within Hangzhou and Zhejiang Province.
  • Support participation in each other’s events, co-organization of activities, and expansion of institutional networks.

Funding and Project Development:

  • Collaborate in identifying funding opportunities for joint VET initiatives.
  • Support the development of technical applications for international funding programs, including Erasmus+ calls.
  • Knowledge Sharing and Institutional Cooperation:
  • Encourage interaction between institutional staff and relevant stakeholders to strengthen international cooperation in vocational education and training.
  • Foster collaboration through events, partnerships, and joint initiatives.

Focused on strengthening cooperation between European and Chinese VET institutions, advancing innovation and green skills, and promoting international mobility and capacity building, the partnership aims to foster sustainable collaboration, expand professional networks, and support the development of future-oriented vocational education and training initiatives.

Collaborative Partnership for Advancing Vocational Education and Training (VET) and Institutional Strengthening

Effective from June 2, 2025, this collaboration between Bundesverband der Träger beruflicher Bildung (BBB) e.V. and the European Association of Institutes for Vocational Training (EVBB) will extend for 3 years, unless terminated earlier or extended.

Areas of Collaboration

Cooperation Framework:

  • Establish a framework to jointly support vocational training providers and foster innovation in educational practices.
  • Strengthen institutional capacities within Germany, Europe, and beyond through formalized collaborative efforts.

Membership Integration and Support:

  • Provide automatic affiliate membership in EVBB for BBB members who opt-in.
  • Offer access to specialized resources, including a country manager for Germany and support with PIC numbers for EU project eligibility.

Collaborative Actions and Events:

  • Organize joint annual events in Germany, such as conferences or seminars, featuring global experts in VET.
  • Facilitate webinars and peer learning activities, including study visits, workshops, and internships.

Capacity Building and Policy Support:

  • Implement joint initiatives for the capacity development of educational institutions.
  • Collaborate on the formulation and dissemination of policies aimed at improving VET quality and inclusion.

Project Collaboration and Research:

  • Develop joint project proposals under EU and other funding mechanisms to enhance employability and inclusivity.
  • Engage in collaborative research projects and the joint development of curricula and educational materials.

Networking and Knowledge Sharing:

  • Facilitate mutual contacts and networking opportunities between the members of both organizations.

  • Establish channels for exchanging best practices, research findings, and innovations in VET methodologies.
  • Focused on strengthening cooperation among educational institutions in Germany and Europe, this partnership aims to advance vocational training through innovation, shared knowledge, and enhanced access to EU project opportunities, ultimately fostering sustainable improvements in lifelong learning and VET quality.

Collaborative Partnership for Enhancing the Attractiveness and Effectiveness of Vocational Education and Training (VET) in Greece.

Effective from June 2, 2025, this collaboration between the General Secretariat for Vocational Education, Training and Lifelong Learning (GSVETLL) and the European Association of Institutes for Vocational Training (EVBB) will extend for 3 years, subject to specified terms.

Areas of Collaboration

Cooperation Framework:

  • Establish a framework for joint actions to enhance the status, quality, and connection of VET with the labor market and society.
  • Align the Greek VET system with major European strategies, such as the European Education Area, Green Deal, and Pact for Skills.

Exchange of Expertise and Best Practices:

  • Transfer expertise from the European VET landscape to Greece through technical meetings, workshops, and seminars.
  • Present methodologies and policies successfully implemented in the EU or third countries.
  • Collaborate on developing new training guides based on the experience of European bodies.

Thematic Events and Awareness-Raising:

  • Organize national VET seminars in Greece involving Public and Private VET Institutes (SAEK), educators, and stakeholders.
  • Support the organization of the “Forum for VET Excellence 2027” if hosted by Greece, in cooperation with the Community of Practice for COVEs.

Integration of Public VET Institutes (S.A.E.K.):

  • Strategically integrate Public S.A.E.K. into the EVBB network to promote internationalization and broaden access to funding.
  • Implement a collective membership mechanism where a single annual subscription is covered centrally by the Ministry.

Mobility and International Exchange:

  • Organize study visits for Ministry staff and Public VET Institute members to Brussels and other EVBB hubs.
  • Support mobilities for staff, trainers, and learners by connecting them with EVBB partners abroad.

Funding and Project Development:

  • Facilitate joint participation in EU-funded project proposals, including Erasmus+, Digital Europe, CERV, and Horizon Europe.
  • Leverage the EVBB network to create thematic partnerships and increase funding opportunities for Greek institutes.

Focused on promoting VET in Greece as a high-quality, first-choice educational and career path, this partnership aims to foster transnational learning, enhance professional skills, and ensure the robust promotion of the Greek VET system at the European level.

Collaborative Partnership for the Modernization and Internationalization of Vocational Education and Training (VET) in Ukraine

Effective from August 28, 2024, this collaboration between the Ministry of Education and Science of Ukraine (MoES) and the European Association of Institutes for Vocational Training (EVBB) establishes a framework for ongoing cooperation and institutional strengthening.

Areas of Collaboration

Cooperation Framework:

  • Establish a foundation for investment in training and skills development to reduce labor shortages and boost European competitiveness.
  • Support the ongoing modernization of the Ukrainian VET sector to enhance its image and make it a primary choice for youth and adult learners.

Promote the internationalization of Ukrainian VET and facilitate Ukraine’s integration into the European educational space.

Institutional Integration and Membership:

  • Provide automatic membership in EVBB for selected Ukrainian VET schools to formalize their participation in the European network.
  • Grant voting rights to one representative from the Ministry of Education and Science of Ukraine during the EVBB General Assembly.

Expertise and Capacity Building:

  • Present international methodologies and best practices that have successfully increased VET participation in other countries.
  • Provide expert support for upskilling VET teachers and managers and strengthening the capacity of vocational providers.
  • Enhance the quality of the VET system specifically in the areas of special needs and inclusion.

Networking and Mobility:

  • Implement networking opportunities between the MoES and EVBB networks to share expertise and identify potential project partners.
  • Create opportunities for Ukrainian VET students to participate in apprenticeships and internships abroad.
  • Organize study visits, workshops, and technical meetings for Ministry staff and VET sector representatives.

Strategic Events and Awareness:

  • Organize actions within the framework of the European Vocational Skills Week and host an annual “big” VET event to showcase social impact and good practices.
  • Contribute to digital skills development for trainers based on European Commission guidelines.

Specialized Training and Digitalization:

  • Develop specialized training opportunities specifically tailored for veterans.
  • Collaborate on the development of e-learning materials and digital transformation initiatives.

Focused on modernizing the vocational education landscape and promoting professional mobility, this partnership aims to empower the Ukrainian workforce through high-quality training, international networking, and the adoption of advanced European VET practices.

Collaborative Partnership for Developing a Skilled Workforce in the Raw and Advanced Materials Sectors

Effective from May 7, 2026, this collaboration between EIT RawMaterials GmbH (EIT RM) and the European Association of Institutes for Vocational Training (EVBB) will extend for 4 years, after which a joint review will be conducted.

Areas of Collaboration

Cooperation Framework:

  • Establish an initial framework for joint strategic cooperation to educate and train students and professionals in the field of materials.
  • Foster innovation and expertise to drive Europe’s transition into a sustainable, green, and digital economy.

Skills Identification and Curricula Alignment:

  • Identify priority skills and training needs relevant to the raw and advanced materials sectors in alignment with the EIT RM Academies.
  • Identify existing VET courses and providers within the EVBB network that can address these identified skills needs.
  • Explore opportunities to align, adapt, or integrate relevant VET courses into training portfolios or curricula developed by the Academies.

Visibility and Outreach:

  • Collaborate on outreach activities, including participation in international conferences, fairs, and workshops.
  • Promote EVBB members’ contributions through EIT RM and Academies communication channels.
  • Explore additional forms of cooperation such as co-branding of training materials or events.

Strategic Dialogue and Peer Learning:

  • Maintain a strategic dialogue on VET policy developments, skills intelligence, and relevant funding opportunities.
  • Facilitate peer learning and the exchange of best practices between EVBB members and the EIT RM community.
  • Encourage participation in capacity-building initiatives and similar collaborative activities.

Research and Data Sharing:

  • Explore data sharing for analytical or research purposes in compliance with applicable regulations.
  • Conduct periodic reviews of cooperation outcomes to assess the impact of joint initiatives.

Implementation and Resource Management:

  • Designate representatives to form a working group responsible for developing a detailed action plan with clear objectives and timelines.
  • Adhere to the principle that each party bears its own costs and expenses unless otherwise agreed.

Focused on bridging the skills gap in strategic industrial sectors, this partnership aims to develop a future-ready workforce and ensure the sustainability and competitiveness of the European materials industry through innovation and high-quality vocational training.
