The DAPP Centre at Onambelela, 10km east of Outapi in the Omusati region, was established in 1990. The Vocational Training School was established at the centre in 1993. Following the initial offering of a range of informal capacity building initiatives, DAPP registered as a TVET training provider with both the Namibia Training Authority (NTA) and the Namibia Qualifications Authority (NQA) offering a range of NTA registered and NQA accredited qualification as from 2013, including Agriculture, Early Childhood Development, Office Administration, Construction. In addition, DAPP VT offers a range of demand driven vocational upskilling courses. This initiative empowers youth from nearby rural communities by equipping them with the critical skills, knowledge, and values necessary to actively participate in and contribute to the economy as responsible citizens. Currently, DAPP VTS accommodates more than 120 students enrolled in a range of registered courses. The DAPP Centre comprises a Kindergarten, a Private School, and multiple production units, including horticulture, leatherworks, needlework, and catering. These units are integrated into vocational training programmes, serving both educational purposes and contributing to the Centre’s financial sustainability.
Partner in the SAS.ATVET Erasmus+ project (2023–2026), piloting Namibia’s first-ever Level 4 and Level 5 Agricultural TVET qualifications at DAPP Vocational Training School (Omusati), with strong public–private partnerships to enhance employability, green skills, and climate resilience. Around two-thirds of graduates have secured paid employment or established their own businesses, despite national youth unemployment being close to 50%. Former students now work as school secretaries, construction workers, entrepreneurs, kindergarten teachers, and farmers. 86 students were trained in Agriculture, Construction and ECD Teacher Training during 2024 An Aquaponics production system has been established at the DAPP VTS and is currently in full production. It serves as a demonstration unit particularly relevant for sustainable agriculture and can be adapted to both small-scale and commercial contexts.
