About Romanian Maritime Training Centre – CERONAV

Romanian Maritime Training Centre: CERONAV is a self-financed public institution established in 1976 and subordinated to the Ministry of Transport and Infrastructure. CERONAV is the national body nominated for training sea-going, river, port and offshore rig personnel under standards of the STCW Convention, Nautical Institute, Global Wind Organisation and according to Directive (EU) 2017/2397 and beyond. CERONAV is recognised as a leading training centre in Eastern Europe for its expertise, firm commitment to competence, and the remarkable dedication of its professionals. It has also been recognised for representing Romania’s significant position within IMO as a Member State since March 1965. Involvement in CESNI working groups and functions held within EDINNA since its establishment are additional recognition of CERONAV’s endeavours in the inland navigation training at European level. CERONAV operates in multiple premises, in Constanta and Galati and offers more than 200 courses for approximately 25,000 trainees annually using various learning methods, including cutting-edge training facilities and simulators. CERONAV’s logistics and infrastructure are in line with the latest technologies, matching the highest standards in maritime and inland navigation education. The centres are equipped with state-of-the-art simulators and modern training facilities, including Full Mission Bridge Simulator, Engine Room Simulator, Helicopter Underwater Escape Simulator, Liquid Cargo Handling Simulator, DP Simulator Bridge equipped with a K-Sim® Offshore, GMDSS and Maritime English laboratories, training pool, fire-fighting and confined spaces facilities and rescue boats. CERONAV’s 45+ years of experience in waterborne transport as a national training centre, its integrated quality management system meeting international standard ISO 9001:2008, and its experienced employees with extensive knowledge in maritime and inland navigation represent important assets in achieving the institution’s ambitious goals. CERONAV is an active member of various national and international professional organisations and associations, constantly expanding its network.

Achievements

CERONAV stands out as the exclusive training centre in Europe, offering courses under all five standards: STCW, OPITO, NAUTICAL INSTITUTE, GWO, and Directive (EU) 2017/2397. Our GWO courses, designed to enhance safety in the wind turbine industry, are backed by the highest-standard equipment and a team of accredited professionals. We offer four BT—GWO modules (Basic + Refresh): Basic First Aid, Basic Handling Manual, Fire Awareness Basic, and Sea Survival Basic. The Enhanced First Aid (Basic + Refresh) programme is also accredited. The CERONAV DP Training Center is the only centre in Europe with a portfolio of 6 Dynamic Positioning courses accredited by the Nautical Institute: DP Induction, DP Simulator, DP Sea Time Reduction, DP Revalidation, DP Refresher and Competency, and DP Vessel Maintainers. CERONAV Galati, the inland navigation unit, has practical training facilities that ensure the highest standards of quality, security and safety of the activities performed on board the river vessels by the graduates of the training programmes, as the first centre in the European Union fully equipped with compliant training facilities, both for theoretical and practical training, according to Directive (EU) 2017/2397. Since its establishment, CERONAV has constantly evolved to meet the requirements of the maritime industry, comply with international standards, and deliver the highest-quality training services. CERONAV has an integrated management system by implementing new environmental standards, health and safety at work, and information security. The centre is developing a system to offer integrated student services (vocational training, accommodation, food services, etc.).

Excellent performance in former and ongoing EU-funded projects, highly appreciated by both managing authorities and project leaders, as well as the adequate financial and human resources and infrastructure of CERONAV are additional guarantee to seamless project management and competent leadership. The experience gained during the implementation of more than 20 projects as Lead Partner or Partner within the framework of programmes like TEN-T, FP7, SEE, DTP, Erasmus+ and NEXT BSB, consolidated the transnational project management abilities.
